CAAs are mandated by law to address policies, programs and activities relating to poverty. These mandates are detailed below:

Mandate One: Fight Poverty. CAAs must provide resources and services to reduce poverty.

Mandate Two: Promote Self-Sufficiency. CAAs must help low-income persons a) secure and retain meaningful employment b) attain an adequate education c) better use available income d) obtain and maintain adequate housing e) obtain emergency assistance f) engage in civic participation g) maximize use of available assistance.

Mandate Three: Feed the Hungry. CAAs must provide services to counteract starvation and malnutrition.

Mandate Four: Improve Social Services. CAAs must establish linkages with social service organizations.

Mandate Five: Engage the Private Sector. CAAs must encourage private sector participation to fight poverty.
